Clarification by the Author

The only thing that differs between first seat and second seat and third seat and fourth seat is the No Trump structure. When 1 No Trump means 10-12 high card points, we need to open balanced 13-15 high card points with 1 first, then rebid No Trump, (or support partner). If 1 No Trump means 12-15 high card points, then there is no need to lump balanced bids with 1, and therefore that opening becomes completely natural.
